I remember reading in an Iwata asks some time back that they had finished the game but had done memory left over so they decided just to add stuff on top of that which is why there are so many bugs.

No you're sorta right. The "stuff" you're talking about is Mew

That's right, the game was completely done with QA (fat lot of good that did it), approved for release and everything, and the devs decided at the last minute to add all of Mew's data to the little bit of empty space left without telling anyone about it.

You would think that by now we knew how to operate with the lag better. There are moments where that seems to be the case and we have much smoother-looking control of Red and menus, but then we dig out of the tower for the umpteenth time.

I might be making this up though.

It didn't add bugs. The debug features (300 bytes) were removed to add the Mew data though. Iwata Asks here. According to that; The bug was people could get Mew in ways they had not figured out how to reproduce. It lead to a contest to get Mew and then the games popularity exploded...

A lot of the bigger Gen 1 bugs are basically memory management issues (as the Game Boy really lacks the RAM to handle such an RPG) and things not getting cleaned up so getting used where they shouldn't (like gltich city triggered by Safari zone exit on routes).
