I have a question about this region lock. Since I live in Panama, what happens if I go to the US and try to play MGSR? Because I bought it in Panama, can I play my copy on the US or will Steam block the game until I return to Latin America?

Well this sucks, my Steam page for buying South Park says that if I buy it I am pretty much limited to playing it in South America

You'll be fine. This particular restriction doesn't apply at the runtime level, and the one that does, MGSR doesn't have.

Actually, they want to be able to offer regional pricing to make games cheaper in countries with lower incomes. Because piracy was a problem when games were simply way too expensive in some areas.
Maybe it will never work because we cannot have nice things on the internet, but it is the exact opposite of them wanting people to pirate the games.

It's still up to publishers. Just as there are those that lock and not there are those that use regional pricing and those that don't.If that the case they should actually start by lowering the prices in all South American stores and if possible match does of Russia.
If not they take away the option to gift games from my region when I pay the same price as anyone in the US.
Yeah, honestly it's a bit puzzling to me too. I see how it's an annoyance when it comes to gifting, and I can understand people wanting to pay as little as possible but... There is nothing illegal being done. You are buying a legal copy of a game for a price given. Some game publishers want to enforce regional pricing so they can force Europeans and Australians to pay higher prices than Americans, which is bullshit. But these enforcements are not written in law.
If a publisher has problems selling a game at a certain price, they should not be selling at that price - anywhere. Budget your expenses accordingly and sell at the same price for everyone. It's the internet, we're global now. Companies can use labor in any country as well.
I wonder what the next step would be. Region locked executables that will only run based on your OS's set region and language?

Yikes. I don't know how they deal with codes possibly not working so I guess I might just try to cancel.The gifting/trading restriction has nothing to do with keys, however South Park is region-locked in a handful of regions so you'd need to ensure any key you buy isn't intended for said regions.

I can understand the difficulty / annoyance if everybody takes advantages of currency discrepancies if games are fully region free so I understand why publishers are coming down on region gifting / locking. Sucks but probably the only way for the poorer economies to get the games at locally relevant prices.
