Ironically, having weak starter moves with a ton of PP is the only reason we made that trip in one.

Guess it's time to find out if the Safari Zone's already been hacked or not.
 
There's definitely some fan games that try this, I don't know of any though. Most that I know of are trying to make their own regions and stories. I'd say a combination of lowering exp gained and raising the level cap (because there's no way 100 would be even close to high enough for 6 regions). Only problem is that you'd be much less inclined to change your team region after region, by the last region there's almost no way you'd switch. Somehow you'd need to balance that, as well, and make it more appealing to take on new, different Pokemon as you go on.

Coming from someone who has been dedicated to the series from the start. I think I would be inclined to change my team just by the availability of newer Pokemon by going to a different region. But like you said, exp would need to be extremely throttled, and when going to a new region it would need to pick up where the last region left off, instead of starting at low levels again. That in itself kind of would not make sense, but it would be the best way to make a game like this playable imho

edit: funny thing is, Red is older than all of them. Even older than Starcraft.

I don't know how you'd explain it story-wise (trainer AND wild pokemon being stronger and stronger) but maybe you could have some function that sets the level of a region when you come into it, based on the average levels of your Pokemon. Like, the first region (Kanto?) would have a base level of 1, and go from there as normal. But when you reach Johto, the base level is taken from that average, so you (hopefully) have the same general challenge in each region.

You might not like it, but a system like the one inf TES4:Oblivion would work out quite well for a single game all generation pokemon title (in other words: a pokemon game with all regions).

It works because you are not fighting common bandits with crystal weapons, but different pokemon each time.
