Electro-magnetic - may be. Hacking - don't think so. That seems too techie for an infamous game
 
Suckerpunch are a fairly small team. They don't have the kind of man power Rockstar have to create an open-world full of small details and complex AI.
Then Sony should help them out with that. I know that the braindead A.I. was one of the issues I've always taken with the infamous games. It's one of the main reasons I can't feel fully immersed in the world when I'm not engaged in combat of any kind. And to see that it hasn't changed, or even been acknowledged, is disappointing to say the least. I still plan on buying/playing/enjoying this game when I've got a PS4. But when I'm walking down a street in virtual Seattle and find myself in front of a car, with its driver that won't honk at me or drive around, I'll let out a little sigh before I destroy it and the possible 4+ other vehicles behind it on my Evil playthrough.

How lively is the city? (Cringles88)

Brian Fleming: The population of the city is a big part of how you gauge your progress in Second Son. The team working on that aspect of the game is always trying to make things more detailed and add more volume.

We also want pedestrians to be intelligent. There’s a lot of combat in the game, and pedestrians do as pedestrians do in real life: run away! So when you’re in heavy combat, you shouldn’t expect to see lots of people wandering around. There’s a balance to strike between having the city feel lively, but also have pedestrians behaving realistically.

breathing. air. he'll be able to use wind. it's more of a power combo. wind + neon = neonado.
 
You could technically say wires because although we don't pick them up and physically handle them most of us use them every day for our devices such as tv's, telephones, computers, etc etc.

Which would go with the conduit powers from the arg site.

This game looks slick as, from the bits I have seen at least. Have been mostly on a info blackout. Not long to wait now.

Oh, also sound/radio waves! Wifi technology and all that. I'm confident it has to be one if not both of these.
