We spoke to inFamous Second Sons director recently, and in our interview he explained exactly why Sucker Punch have chosen to make the game run at a frame rate of 30 frames per second with a 1080p resolution, rather than aiming for 60fps.
Instead of asking him why the game was 30fps, we chose to ask exactly what the game would be like, and what it wouldve lost if they had gone for 60fps instead.
Resolution. replied Nate, continuing with I mean, thats the easy answer, right? Thats what PC games do.
I wouldnt want to compromise any of the particle effects, as I think thats what makes Delsins powers look alive and real and you cant sacrifice any of that said Nate, suggesting that a higher frame rate could be detrimental to this effects system. Cruising around town and using those abilities is the chief joy of the game, so thats not going to be it, and were certainly not going to cut down on the detail in the world.
What would you expect would go away in a game? Resolution seems like the obvious thing. was the question posed by Nate to us, and we mentioned how they might have to reduce the people on the streets. You need people on the streets, or you dont feel like the hero, unless youre saving people, youre just some crazy super killer.

Reaffirming the modern, everyday things that are powers in the end of that Q&A.

That would be awesome if there are a few hidden powers you can just come across randomly.
While it was good hearing his side of everything more in-depth, it's more of the same.
Don't get me wrong, I'm super excited for the game, and I pre-ordered my PS4 pretty much right after I saw the E3 gameplay video, but watching/reading all these interviews the past several months has been the same thing.
Press: "So can you talk about A, B, C thing in Second Son? What about X, Y, Z...?"
Sucker Punch: "Sorry! We're not talking about that right now. You'll have to wait until the game is released."
It's cool they're being secretive and don't want to spoil anything in the story, but goodness does it lead to some boring interviews.
Fortunately the wait isn't too much longer.

Listening to the beyond podcast interview with SP. It seems the map is 50% bigger than infamous 2 (and a lot denser as mentioned before). He also mentions that every screen capture that GAF claimed to be a bullshot was actually a real time capture at 30 fps.
