Banning him for life is good. But how can they force him to sell the team? This has all kinds of bad legal ramifications.
How can he be fined if he's being banned? It's not a court order.. whats they worst they can do if he doesn't pay? Obviously he will pay to try and save face, but it just seems stupid.
Because the Seattle group will offer far more than any other prospective ownership group. Just as they have for every team that has gone up for sale the last couple years.

I'm not sure a judge would agree with the actual legality of it.The commissioner can't. But the owners can through 3/4 majority. I guess it's a contingency to allow the owners to save themselves. Like if an owner doesn't want to buy an arena and makes the team play in a barn. In this case, Sterlings comments resulted in advertisers pulling millions of dollars out of the league. If there was no mechanism to remove him, the other owners would be forced to watch as potentially billions left.

Honestly, the guy is so rich and powerful that is impossible to actually punish his behaviour in any real way. Given that constraint, this is a pretty tooth and substantial sanction. $2.5 million, like any fine, is a token fine, but it'll do a lot of good to help worthy organizations, and the rest of the stuff removes him from the picture (even if he will profit from selling the team).

It's not happening. Why would anybody buy something for $800 million and then immediately do something that decreases it's value? The reason the Clippers are worth so much is because they play in a top 2 media market. TV rights are king and any new buyer will stand to make a lot more from a tv deal in LA than Seattle. Not to mention the other owners make money from this to so they'd all have to approve a move that would cost them dollars. There is literally no logical reason to move the team to Seatrle other than "it'd be cool for the fans" and that is almost never why business decisions are made. I doubt Solver is going to want to engage in the same kind of underhanded shenanigans that put the Thunder in OKC to begin with, and even that stemmed from conflict about getting Seattle to build a new arena, of which the Clippers already have.
