I haven't Seen the Winter Soldier. Question: What is the rest of Hydra doing? By solely watching the series you would think Garrett is at the head of Hydra and that his worldwide terrorist organisation is comprised of a few dozen members all aboard their newly acquired Bus. But it can't be, right?

Winter Soldier makes it clearer that Hydra is a widespread operation especially at the end.

Basically Hydra operates using cells so it's nearly impossible to stamp out. Each cell seems to have a leader for independence and to survive major Hydra cells being taken out. Garret's group is just the cell working on the super soldier / Deathlok initiative. I believe dialog in show has indicated other Hydra cells attempted to take over / have taken over entire SHIELD facilities and secret bases around the world.

- Pretty much 50% of SHIELD is HYDRA. They're especially concentrated in Operations (the ass-kicking branch)

-The plan in Winter Soldier was to use Project Insight, SHIELD's program to develop three super-powerful helicarriers along with Zola's algorithm to identify threats to HYDRA and use those to cross off 22 million people who could mount a resistance against HYDRA.

-Baron von Strucker has the Maximoff twins and Loki's mind control staff (or as Kevin Smith calls it, the Loki Pokey Stick)
