Aw, I liked that Serena. She was a bit too whiny and goofy but Kotono Mitsuishi's Usagi was just as loud, lol.

Nope. AFAIK the reason was good ol' censoring. It was released averywhere else. Also is my favourite arc.

The problem with the Cloverway dub (apart from the censorship) is that it was rushed and had a less capable voice director.
The only improvement was they lucked out in recasting Rini / Mini Moon with Stephanie Beard.

I'm partial to Terri Hawkes as well... but that's mainly due to her being synonymous with the Sailor Moon dub during its heyday.

Cheesy "she is the one named Sailor Moon" jingles were needed back in the 90s for syndicated TV runs.

The Cloverway dub of S and Super S was an abomination , I actually liked the voices in the Dic dub but they never made an uncut dub of that version.
