I think it meant that it's steampunk, but with an Anerican feel. As opposed to normal

At the time the British empire was the biggest on earth, so London makes sense as a starting point, we're told. Victorian setting makes sense because of the steampunk aesthetic.

Second line:

From there we can take them to enjoy our own interpretation of steampunk, which is more american, more dynamic, more colorful.

No, it's just Starfox 64 graphics/gameplay with gamepad controls at the moment. I don't think the actual original game has even underwent further development beyond that yet.
