Seems like he doesn't actually know anything about Xenoblade, considering how vague his writeup about Shulk is in comparison to everyone else.

Mewtwo isn't really the same though. Pac-man and Miis (and Villager) were not deemed suitable for Smash when developing Brawl but Sakurai changed his mind about them for Smash 4. Mewtwo was deemed suitable for both Melee and Brawl just that with Brawl they didn't have time to finish him off.
