Procedure when launching smoke or CS. After smoke, CS can quickly follow. Also they are expecting for the canisters to be launched at them smoke irritates lungs, not good for a cop that is going to quell a protest.

I think he's actually talking about how when hardline was announced, how would they explain all the weapons and tech the police had? But after seeing the extent of the militarization of the police in Ferguson, it isn't so hard to believe anymore
