I was pretty sure WWF was at one of it's highest points of popularity when he was booking.
WCW had way more problems when he got there than I could see anyone fixing, although I'll be the first to admit that some of the ideas that at least seemed to be from him were terrible. It was still a better product IMO from when he got there than it was prior.
TNA was only just starting when I stopped watching wrestling entirely though, that one may be all on him as far as I can tell.
Skip to 4:15:20 for when Vince Russo enters the stream, 5:18 for when he books the show. Tracking on the site is not the best so you might have to wait for a few minuties, 4:13 was the closest I could get.
