This is actually really common. Usually the first reaction the body has to being shot is going limp and falling. I think it might be from the shock.

I agree. I feel its far too easy to be an officer in this country. I can only hope with the recent events regarding Garner and Brown will bring a much needed reform in all police departments nation wide, such as more rigorous training and the need to video tape themselves while on duty.I'm 5'11 200lbs, and I've restrained larger kids than that. I work with emotionally disturbed kids in the inner city, and I'm trained in a variety of restraining techniques and tactics.
I'd like to believe that cops are a lot more trained than I am in restraining people who are out of control.

You're missing the point, and you're taking the most literal route of the word instead of the most logical one. When it comes to unarmed citizens, aiming for a vital body part should be the last thing police officers do. If that isn't part of their training, it needs to be, that way we can have people treated at a hospital, tried and still alive instead, well, dead and leading to what's going on tonight.Neutralize = kill and/or until there no longer is a threat.
Semi auto pistols have a fast rate of fire and sometimes within the officer firing the target has been neutralized without the officer realizing. Officers when they choose the lethal optIon it means kill. An officer can and should stop when the target is either dead or noncombative.

This guy Tim is talking to along with this girl are saying there was no molotovs thrown and they were in the front. The guy has footage of the entire thing from the time the protest started till the time the police rolled up and shot off tear gas.

If that's still registering as a threat to an officer, one enough to shoot them a few times and then shoot them twice in the head, they need to get kicked off the force and put up for the death penalty.
