You have to remove local police completely and send it state or military forces in on a short term permanent basis.

There are jurisdictional and political issues that make the feds not want to have to pull the trigger, but it has to be done.

I think there's enough evidence to arrest and charge him. The fact Mike Brown didn't have a gun on him or any other weapon is enough that the cop used unreasonable force. Shot at least 6 times. Way too many. Charges should have been filed already.

Watching the I am Mike Brown feed I saw something interesting. As they panned across the police in the line most had their guns down and were yawning, looked bored, etc. Then there were a few with guns up ready to kill someone.

Those few should be looked into.

The Vice reporter mentioned the stream of gunfire sounded like it came from the protest side, but if any specific group of people or just some random was involved, we don't know. Fires being lit on the street/burning building are recent developments, so I'm unsure if that was a result of the anarchist or communist groups. Molotovs being tossed by anarchists wouldn't surprise me since it's kind of a staple of the more violent revolutionary side at protests, but I don't know much more.
