Nah, it's black. In Gen 2 it's purple despite being black in official artwork, and in gen 3 there's a lighter, green tint to it. But in Gens 4-6, it's been black.

That's because the XY models have washed out colors. Like Charmander being a light orange instead of a dark orange.
