The Steelers were relevant in the 90s and this decade as well. They went to and lost in about 100 AFC Championships in the Bill Cowher era. The Cowboys have pretty much been competitive in every decade (they did suck balls for some time after Montana took their soul).
The Niners weren't relevant before or after Debartelo. But I agree that they belong in the conversation for 2nd with the Steelers, but that won't be the case for long with their current owner.
