They have been closing the performance gap by sending engineers to help out with the ports of some games. Theoretically that might have even taken place here, although that's just speculation. Diablo doesn't match the PS4 in performance, although it is close - and that's not a particularly good case for comparison since Diablo 3 is a game which runs on a toaster oven without major performance issues. The consoles are getting you the same experience as the PC version despite far superior PC hardware - it's just that kind of game, it doesn't scale up very high. And Ubisoft announced that this game was targeting 1080p/60fps on both Xbox One and PS4, not just PS4. It is achieving neither metric, and is (apparently) CPU limited in terms of framerate. It never could have been 60fps on PS4, even if they somehow crippled the resolution
Destiny isn't a good example, since they basically just brought the Xbox version up to the level of the PS4 alpha while no improvements were made on PS4 during the time when the largest performance improvements are usually made.
