Shame they didn't allow for the camera to zoom out at an angle, to allow a better field of view of the surroundings. Being directly overhead is often more awkward than helpful.
But you can? You can move the camera around any way you want in tactical view. Mike Laidlaw demonstrates this in the first PC UI twitch stream he did. You can even make it the same-looking camera angle as 3rd person, except it plays more point-and-click in tactical view.
But I think it is worthwhile to note - as you did - it won't play exactly like Infinity Engine games in tactical view.
