Definitely Sinclair's Pass set it to around 11am at 60x speed or 1x around 1 pm... so you get the sun coming through the rainy trees on the southern leg of the track. Set it to light right and clear, too.Sinclair pass is a good one, I also think the Canadian P2P's are nice for showing off the effects.

What? That view is literally called a chase cam. It's a camera view from behind the car.
And yeah, the views aren't inherently balanced, but why make chase cam the easy, unequivocal best view by not having any obstructions at all during weather? It could easily be a balancing thing.
Of course any view in any 3D game is technically a cam. But in fact, you are controlling the car, you are incarnating a hero, a car, etc, depending the game. When you play in third person, you are not in the eye of the hero that you are incarnating or Inside the car you're driving, you are in some non-existing position, some God point of view over things. Its a position that doesn't "exist" in the game world, it regards the player's realm. With that logic established, such a non-existing stance/point of view shouldn't abide by the same rules as a view that is meant to be in the game world (like being in the eye of the hero or inside the car.
When I am in chase cam (yes the easiest view for many things -- views aren't balanced and will never be), I am not supposed to received that rain in my eyes from my "non-existing-in-the-game-world point of view". Same thing as with a third person action game where I incarnate whatever hero, it doesn't make more sense that my screen receives shit on it because I am not impersonating the cam but the hero.
Basically, receiving shit on screen when it doesn't make sense becomes stupid and counter-immersive. Now some players will care about that, me included.
There is no customization in either game. Not in the way you're thinking, anyway. DC lets you change the liverys and that's about it. You can change preset livery's and layers of their colors, or you can put your badges on to make the cars your own, but really the changes aren't very pliable.This or NFS:Rivals? I've been itching for a racer, and there's nothing that pops out.
I really, really enjoy car customization in driving games. Rivals seems to have more of that along with the sprawling open world, but this obviously has better driving mechanics and better graphics. How's the customization in this game? Can I make my car my own? Or is it very limited (i.e. a few decals and that's it)
Driveclub is the first game that screams next gen. I'm a PC gfx snob and even I'm blown away by the visuals.

I've been considering a Xbox One for Forza Horizons 2 alone. Don't know if that's worth it seeing as I already have a PS4...but it seems to provide the best marriage of customization/openworld gameplay/driving mechanics/graphics
Holy shit. Went into an argument with a friend of mine about driveclub. According to him, handling is horrendous and the sound of the cars are shit. Also, the music sucks.

Handling and sound is great IMO. But I gotta say, I think the soundtrack is trash.
But don't even consider Need For Speed. Its not even a racing game. Its cops and robbers. Chase the bad guy or be chased by the cops. Its not a particularly pretty game either. And...ok, It does have racing, but the game essentially boils down to reaching the finish line before the cops can catch you. Or stopping the racers from getting to the finish line. I'd be more inclined to recommend The Crew than I would NFS. (But you probably shouldn't get The Crew either, heh.)
That doesn't matter to me anymore, because we now have full custom soundtrack on PS4.

Well you can make your sessions private, essentially making it offline to reduce that kind of thing.Because of this always online crap I wouldn't recommend Rivals to anyone.

Pgr4 had hydro planing. Made for scary corners when there was standing water...One thing I would like to see in a future patch or it will probably be DC2: when it is pouring really hard, there should be puddles and cars should splash water all over going through them. Right now it shows there is water on the surface but there is no splash going through them. Also it should change the car handling when going through a deeper pool of water than a shallow one. I think this is missing right now from the videos I have
