That's not how a DDOS works. You can't prevent it really unless you have massive server farms.....like Microsoft do. It didn't seem to help much either.

It means there is a host of compromised devices, distributed logically and physically, so that you can't simply "monitor incoming traffic".
They are attacking the public facing access points to the network. Shutting these access points down is shutting your network down. If the compromised machines can't access the network, neither can your users.
There isn't an easy fix here, and frankly, there isn't a lot you can do if someone has the resources and the will to carry out such an attack.

How do you protect against it? You can't just stop incoming IPs because no-one would be able to get on then anyway...
