It is really time for the governments to step in and actually force the internet to grow up. That amount of power is extremely easy to come by with this type of attack and it's why there has been a lot more ddos attacks these past few months. Twitter is helping give them the attention they want, one of the reasons they're doing this.
I would argue it's breaking Twitter's own rules as they're essentially admitting to breaking the law.
