Well, one issue is the possibility that this isn't the first time that the balls have been deflated. It's hard to believe that the time they got caught is the first time it ever happened. The Ravens game was decided by 4 points.

Even if tests showed an underinflated ball made things harder for Brady and the Pats, they should still be punished for breaking the rules. It doesn't even have to be intentional - the ballboy/team is responsible for keeping the balls at a certain PSI, and even if it was a mistake they didn't fulfill their job.
What that punishment should be is, of course, another question.
What ever happens the NFL needs to be cleaned up big time. But that will never happen.
