If I'm remembering it right, it looks exactly the same in the final game
I can't speak for anyone else, but the reason that this animation seems to strange is that the Spartan I'm most familiar with is Master Chief, who is a stoic killing machine. I guess the Spartans in Reach had a bit more personality, but they're a flash in the pan compared to MC as portrayed in Halo 1-3, which is probably where most casual fans know him.
If what I'm reading is true and these animations fit the characterization of the Spartans in Halo 4, then it changes things a bit, but it still seems like they're taking things a bit too far for the average Halo fan.
They just finished their "exercises" and won. Celebration is practically expected. I mean c'mon they're playing CTF on a giant spaceship.

The books and comics are canon but halo legends most certainly was not. The games are relatively grounded, think you're exaggerating how silly the games are. They're not completely straight laced serious but they're definitely more focused on being serious while also mixing in humorous moments.
