Chrollo Lucilfer, I would say, is a villain. At least half of the Phantom Troupe, if not all of them, are villains.Having finally read a good part of HxH...I don't see why Hisoka gets mentioned as villain so often.
Is he a cruel, twisted and possibly paedophile bastard? Definitely, Hisoka is totally off the rails.
But...that's it. There's no bigger motivation or plan than "I want to have fun" behind anything he does, no intention to rule the planet or destroy it or something. It even goes as far that he helps Gon & Co. when he's bored. I'd call him an antagonist rather than villain.
The closest to an actual villain in HxH are the chimera ants so far.
