It's exceedingly simple really: neither company cares about PC gamers, because neither company is in a position to profit off of every game sale on PC, unlike their proprietary platforms.
The day I believe MS cares about PC gaming is the day they dominate PC game distribution with a platform where they get a percentage off every sale.

So what about Microsofts games that do come to PC? The more recent ones were day 1: Halo Spartan Strike, Ori, State of Decay YOSE, smaller titles yes but Fable Legends is coming too day 1, people might not care about it or want it but it doesn't change the fact that its coming.
I suspect a lot of their next wave of games which are coming weren't coming to PC originally and now they are making sure they can actually get them out on Xbox One on time.
Kalimba was likely delayed because originally Xbox One/360 then they canned the 360 version in favour of the PC one (and were trying to get it out in time for Christmas on Xbox One). D4 was Microsoft published and funded, like Alan Wake and Ryse I suspect MS could have tried to stop it if they wanted to, but they haven't.
Not doing cross-platform with PC for MMOs etc seems more hostile towards their own user base than it does PC, lets not forget they tried it before and it wasn't exactly a roaring success.

That's why they were somewhat quick to react when DirectX (and with it, OS lock-in for most PC games) was threatened to be overtaken by cross-platform APIs.

The problem here is that Microsoft used to make cool PC games, occupying a bunch of unique niches pretty much all to themselves. They've now left all of these niches behind, and none of the titles that you're talking about make up for them. Bringing a bunch of Xbone games to the PC won't do anything for me if I'm looking for another Close Combat or Mechcommander. Microsoft is the company that made the thing, as well as the operating system it will run on, so they have as much right as any company to be represented in some form at that show.
But it's always entertaining to witness the bitterness towards them, especially when they're making big contributions that people are looking forward to.
It was a long time ago so I am hazy on the specifics of the conversation, but I asked the developer directly, and the answer was something like "We have not signed anything preventing a PC release".
Obviously that's not the same as "It will come to PC". It would also be true if they had signed a 10 year timed exclusivity deal.

Microsoft has many businesses outside of gaming, and most of these are a lot more important to boot. Windows is one of the key strategic products that Microsoft must succeed with if they want to maintain their profit margins. This position has been threatened by the relative failure of Windows 8, and Microsoft needs to make sure that it doesn't happen with Windows 10.
