Solid is definitely blonde. It's a plot point in MGS1.

In the briefing in MGS1 he does appear blonde, but he never says he's going to dye it, he simply cuts it.

You can read more of this here. Liquid is blonde because the sun bleached it, the game says as much.

Oh shit. This makes total sense. BB is disgusted at his reflection and Liquid's entire character is based on hating the other half of LET, a better version of himself. Would be some great mirroring (pun intended) of his father's situation in that case.
