Im having no problems playing the game with 30 fps cap. Everything looks pretty and what not. Hope current owners get something for the trouble though.
I saw Dying Light at the top of the Steam charts a lot, as well, and that's a WB title.
Has any company done this? Can't remember Battlefield, Watch Dogs, Unity or any game that comes to mind where the company stops people buying the game, mostly its a PR excuse and false promises to fix it soon.

I'd be willing to be this is more of a failing on the QA process than the developer in question. Iron Galaxy usually does decent work.

Seems like WB assessed the situation and are now realizing its going to take a few months to fix this disaster. Many people have already given them money though. Hopefully they do something for those people.

This has got to piss nvidia off as well though.
They pack in codes for their latest and greatest cards, the game comes out and its an absolute shit show. Nvidia uses promotions like this to showcase their graphics hardware (and all their custom gameworks stuff) so to have people buy new hardware and then find the game packed in to showcase their new toy runs like complete ass doesnt look good for nvidia.
I cant imagine they are happy. Anyone who doesnt follow gaming forums etc is likely thinking wtf my new card must be shit if this is how they are showing it off.
This may be a sign that steam refunds could be the biggest game changer PC gaming has ever seen. The idea that you can return something that isn't working, just imagine that.
Hopefully this could be the event that pushes devs to make competent PC ports for good. I'm buying all my games from steam going forward unless another distributor starts to offer refunds
