Can someone campaign on building a wall around trump and making him pay for it?

They were from his announcement speech for presidency IIRC.

He said Mexico politicians are smarter than ours and are sending us all their worst. The rapists etc etc. He then said he was going to build a wall and make Mexico pay for it. When Univision backed he out threatened suit and doubled down on his rhetoric.
