there's still buttons / clickable text that will have Settings switch you over to Control panel.
They're not functionally identical. They have weird overlaps / redundancies.
If you're on a PC, right click the start button, then select control panel. The power user start menu is in the same place it was for Windows 8.1.

shift+2 outputs " on a german keyboard
shift+2 outputs @ on an english keyboard
change your language settings accordingly. (you clearly WANT a german keyboard, that is)
maybe you have both (english and german) installed, and accidentally hit alt+shift which made it switch between the two.

" shares a key with ' right next to enter on US keyboards. Didn't know other country's do it differently.

clean install is NEVER a bad idea, really.
make sure your Windows 10 is activated, then make sure you extract your windows 10 license key, before doing the clean install.
Also, if you wanna do that, maybe wait a week or two. Activation / update servers should be back to normal load by then and some apps and drivers will have received proper updates.

Windows is still not supporting that feature. You can't have seperate wallpapers on virtual desktops either, even though it'd be really useful.
You can use Display Fusion if you want to have seperate wallpapers on each monitor, though. I don't know if it supports W10 yet, though.

I thought that too, but you click skip, it activates anyway if you've already performed the upgrade.
