You could turn it off but I don't know if t affects the cutscenes. All I know is that it affects when you run, I personally have it on because it creates a sense of urgency.

Yes you can just press start and you'll notice a dot on whatever icon when you go to the cassette tapes. Most likely it's a song.

Notifications if your FOB is attacked, but beyond that I can't think of a reason to keep this game online.

Yeah. Press R2 for the control panel of tape recorder. You can Pause, Fast forward and rewind.
