It was that and the article by Gamespot that seemingly had Matt Dahlgren say we would get eight classics and four characters we haven't seen in a while, although that statement can be interpreted in a number of ways.

I dunno- if the only way to tell they're asian is by reading their wiki or guessing from their name, I don't think it really counts.

You all get it wrong. Capcom is future proof with their characters being looking different than the cliches might suggest, that tell us that an asian guys has to be "yellow" or an indian guy to be brown. Not too far in the future we have mixed societies everywhere.

Said it before, and will say it again, Karin without Sakura is like having Ken in a game w/o Ryu. Cool to see her again though.
I do wonder if they'd go with a lighter skinned Brazilian with Laura, though.

Not even remotely comparable. You always see Ryu and Ken together, but Sakura has been around without Karin for a long time, so the inverse makes sense. Especially when Karin is R. Mika's sponsor.

RX was definitely the best Urien in the world.
I'm sad a lot of those 3rd Strike legends never really transitioned to SF4. RX, Sugiyama and YSB just sort of dropped out of the scene, it feels like.

Granted there should definitely be more of the first 3, but only a third of the cast so far is actually white. Most of the cast are, by Western standards, minorities.
And can't draw much empathy from me if you're thinking someone like Mika is white simply because she has blond hair.
It takes more than giving a non-white person blond hair to call it whitewashing.
It is my personal hope that Karin killed Sakura prior to the events of this game. One less quirky "oh-no-I'm-late" Japanese school girl in the world would be a good thing.
I showed pics of the characters as they appear in SFV to my girlfriend and asked to her to guess their ethnicity. Results:

necalli: indiginous
ryu: japanese

There are reliable looking leaks for the remaining roster.
Alex and Urien per Siliconera who leaked Mika and Karin.
Zen and Laura per Ken Bogard who also leaked Rashid and system info correctly.

They leaked R. Mika, Karin, Alex, and Urien a couple months ago. The former two having been confirmed in the mean time, which leads one to believe they are correct on the remaining two.
Three of the new characters names were leaked out LAST July not long after the game was announced. Rachid, Zen, and Laura. Rachid's announcement basically confirmed that as being real/correct as well.
So with four characters left to be reveal, we have Zen, Laura, Alex, and Urien left to be confirmed from (seemingly) spot on leaks.

That laugh is an anime/japanese trope, pretty much.
I don't really see the issue with Japanese game designers styling Asian characters in a way foreigners misconstrue as being white. Especially in this case when it seems to be primarily blond hair. SF has pretty much always had a pretty diverse cast, this game seems to be no exception.

Yeah I think Sakura is pretty much assured an early spot on the roster, hoping she's reworked a bit and has an updated outfit too, but we'll see.
