Nine years later, Venom Snake encountered what appeared to be Paz in Mother Base. Miller and Ocelot would elaborate that Paz seemingly gained amnesia due to trauma. After collecting memento photos relating to Paz, Venom Snake encountered her once again, only to find that she was suddenly in a panic. Paz explained that there was still a bomb inside of her, then slowly pulled out the bomb from her stomach. The bomb then exploded and Venom Snake was seemingly caught in the blast only to find himself waking up unharmed, outside on Mother Base. A butterfly passed by him but it mysteriously vanished when he grabbed it and opened his hand. Having realized that Paz had truly passed away many years ago, Venom Snake finally came to terms with her death. It was heavily implied that what Venom Snake witnessed was a phantom of Paz, and that he had experienced an elaborate and vivid hallucination (Miller and Ocelot did not really appear either) due to his grief over losing Paz (as his direct failure, not noticing the second bomb while reaching inside of her); in which it was akin to the feeling of a phantom pain.
I mean, Big Boss did the same thing so....

The second outbreak was caused when Huey's beta ray goggles caused them to mutate so they could still reproduce despite the wolbachia's male-to-female conversion. Huey was "re-weaponizing" the parasites so they could be sold to clients like DARPA (and perhaps secure him a new work environment where he can make WMDs without worrying about being on trial).I find the English parasite part of this more confusing to be honest. Not sure. They make a point of how Walker Gears can be customized to use any kind of weaponry. They don't make a point about it sharing the depleted uranium armor of Sahelanthropus. I suppose it's possible, but I don't remember their intended use being described that way.
Plus, if the idea is that each client would have to use Walker Gears as walking time bombs, then they wouldn't be very effective since the client would have to infiltrate the target's country to use them.
I definitely think they're intended to deliver an ICBM somehow.
Walker Gears, besides acting as part of a scheme to get PMCs from around the globe to come under Cipher's thumb, were planned to be equipped with the English strain of the vocal cord parasites. Because of their near-unlimited potential for traversing terrain and crossing long distances, they would have been able to quickly and efficiently spread the parasites all throughout the world. Not only that, but PMCs unaware of the parasites would play a hand in spreading them during their travels and involvement in wars.
Certain Walker Gears were also intended to have depleted uranium armor plating, similarly to Metal Gear Sahelanthropus. By selling these to various factions around the world, along with the metallic archaea to quickly enrich the uranium from the Walker Gear's armor into weapons-grade uranium, the global community would have access to nuclear weaponry in a form other than nukes. This was intended as a back up plan, based on nuclear deterrence theory, in case his plan to rid the world of the English language using the vocal cord parasites failed.

I'm also kind of surprised that there are people who felt that Big Boss making it from MG1 to MG2 was some big plot hole that needed closing, and feel satisfied by how this game managed it. Did they forget that this game has two even more improbable revivals? Big Boss's complete recovery from a 9 year coma after being in the middle of a flaming helicopter crash is one thing you can explain away with Segal-esque action movie apathy to medical science, but Volgin surviving being set on fire with a bolt of lightning that set off the belt of live ammunition strapped across his chest (after two different significant shootouts with Naked Snake) is the most absurd thing ever.
Is Volgin's return somehow less implausible than Big Boss's return in Metal Gear 2?

Skull Face knows Zero can't continue to impose his will on the world if English is gone, since the Patriots will depend on this lingua franca for unification and control.
The second part of Skull Face's plan is to make sure that the languages/cultures that remain will respect each other's boundaries. He will sell Walker Gears (which can be equipped to fire nukes) and homegrown nukes (made with metallic archaea, so no processing plant necessary) to every government, PMC and terrorist cell in the world. He will use Sahelanthropus to inspire fear in the general public, escalating the Cold War. Everyone will buy Walker Gears and nukes, and since even the smallest group of people will now be nuclear powers, the idea is nobody will fuck with anybody.
In other words, it's the theory of nuclear deterrence Mutually Assured Destruction applied to every single organization on earth. It's no longer just the big boys who will have the nukes.
