I don't have a problem with new characters. Rashid and Necalli at least looked interesting. Laura looks hella boring design wise and her having electric powers is disappointing.

Because the same old characters get boring after a while. It's why Zangief's reveal was only met with golf-clap-tier praise & a good bit of disappointment. Honestly, the minute I saw Laura, I almost completely forgot about Zangief's reveal. Hell, I sometimes forget that Vega is in the game (but when I do remember, I remember that I'll try him out since he isn't a charge character, anymore).
He just hasn't released his limiter yet.
