He's from SF2, which appears to be what counts for making the initial roster.

Honestly I think Guile is a lot more popular than Alex is. That being said I'd be cool with either, but Guile seems to fill a niche better than Alex would.

He was made for a different game and ported over, though.

But you're right. It's trivial to remove him from the background when a player selects him. This is a good indicator that we won't see him as a playable character for awhile, however.

Yun/Yang don't really count if you mean the Half Pipe stage but yeah, being background doesn't mean too much as far as being playable or not. Rog/Vega in the Africa stage in SF4 being a good example.
