Rose became my favorite. Really want her in V.

Maybe she can have her real face back.
I would be down with a slight redesign of her outfit though. Still prefer it to be a stylish and elegant dress of some sort with the same general colour pallate, but they could modernize it a bit IMO. (Though a sharp pant suit might be cool too, very mode/Italian.)

I want the dress to be #1, but she can't always just be a visual Lisa Lisa tribute all the time.

Rose is from Italy, the fashion capital of the world. It would make sense. (But again, I'm still #TeamDress, I'm just saying a sharp suit could be nice too.)

I get that, but she can and should be more. Tributes are great, but we're going in a cool direction here so I'd be interested to see how that applies to Rose.
Everyone got hit with the ugly stick at some point in SFIV. They're batting much higher currently in V so I have faith.
Story Wise does this game take place after SF4?
Also wouldn't Akuma be a safe bet?

I agree. Especially when the dynamic, climax impending part kicks in during round 1. Wish that part came in for each rounds' near-death state, but I appreciate that each round closing has its own theme change.

There's also the cheap looking Vanilla costume and that weird puffy dress with the stupid hairdo. Her only good alt is the Super dress with the hat. I expect the halloween costume to be just as bad.

Yeah, that's why I think it's better to not getting too invested in the roster (and character choices) I understand wanting your favorite characters in but getting too invested in Street Fighter roster is pretty insane because veterans are not guarantee to be back unless they are very iconic or popular characters (ex Ryu, Chun Li, Ken, Cammy, Bison, Zangief)
Heck, I wasn't even sure if Hakan is coming back or not. I know for sure that Juri and Akuma are coming back for sure due to their popularities.

Alex in Metro City doesn't make sense, really. The NPC in that stage feels like a troll attempt to try and throw us off.

What if Alex was always meant (or is now re-written) to be a named member of the "Axl" family, just like Hugo is part of the "Andore" family? His name is sort of an anagram for Axl even, right?
He of course becomes more unique in his later III version, but I'm talking about his origin, which is how he might be shown here in V.
That bird costume is by far the best, you can't really give her a good alt in SFIV if you're not hiding her face.

Capcom have at least 2, 2 characters with the name Axl.

You mean what makes her Lisa Lisa storywise? Mysterious italian master of a secret martial art that tries to keep it from reaching the wrong hands who also uses her scarf to channel said powers. Sure it's not exactly the same but you can make a lot of parallels to Battle Tendency - Bison / Straights, Psycho Power / Red Stone of Asia, etc. It's way more than you can say about any of the other Jojo references in SF. Capcom even had some official art showing Rose walking on water with ripple effects under her back in the day.
Twelve is hated because he's a big pile of nothing. Also his fighting stance bothers me so much for some reason, it looks so stupid.
If he wasn't meant to be the protag I can buy that.
He's a freak character, that's never a positive for most people. His design also comes off as plain on its own and he lacks much character.
