I think there's a Vega-esque surprise at Paris Games Week., now that NYCC has come and gone without a reveal.
It is very likely that its a CE/SSF2 character, based on the character layout someone noticed. They did not reveal the chacters in a 12345678 fashion left to right, top to bottom. The SF2 characters have a deliberate layout on that chart of 16.

Assuming that the remaining character is part of the back 8 SSF2 characters, here are the possibilities:
Balrog USA
T. Hawk Mexico
Fei Long Hong Kong
Sagat Thailand
Dee Jay Jamaica
I think we can rule out 3 specific ones:
T. Hawk has essentially been replaced by Necalli, a native American from Mexico who's far less of a ridiculous stereotype. (Hence the Tomahawk and Chokeslam)
Balrog, if he were in, would have been revealed at NYCC, there's no real reason to not do it there.
Dee Jay....because he's Dee Jay. If they were going to do a Jamaican character, Dee Jay would definitely one to get the Hawk/Blanka/(Sim) modern upgrade.
This leaves Fei Long and Sagat. Given that Bison no longer really has a specific nationality, we're actually missing a Thai rep at this point, out of the original SF2 countries. (Also, Indian, but hi Zen.) We're also missing zoning characters, which definitely categorizes Sagat. And in the "iconic characters you'd expect to see in a SF game", Sagat certainly fits the bill, having been in the original cast of SF1 (boss), SF2 (boss), SFA AND SF4.
Fei's certainly possible as well though. Karin's new moveset seems clearly designed to differentiate her from his play style. But looking at the info we have and using deductive reasoning, I definitely think we're most likely to see Sagat in Paris.
