"Hardcore fans" aren't going to vote for RAIYUU and KEN in droves...yet there they are at the top, by a large margin.
PLENTY of non-hardcore fans took that poll. The poll was widely publicized by Capcom themselves.

Ken and Akuma aren't even in the top 10.
And, if you're trying to argue that the online nature of the poll skews toward "hardcores", then I'm going to argue that non-online-saavy gamers are probably the ones who don't give a crap who's in the game anyways. That poll was from 2013, not 2000.
so sf3 characters are either garbage-tier characters not popular enough to make it in the roster or so popular they are being saved for dlc to make capcom millions.

I think this explains why SFIII characters are going to be there, but mainly as unlockable/DLC characters. Almost everyone will be happy with that.

Yeah in the long run it's not that big of a deal, assuming they do the DLC right. I do feel kind of bad for people who really wanted their character in but the reality is it's just not possible to please everyone.
I think the starting roster is good and I hope as many people who can be happy with what they end up doing are pleased with how they take things from here.

PSX is too far out- we'll know the full roster before then.Regarding Dhalsim and Capcom presence in the Indian event: according to Ken Bogard seems we'll get an stage set in India. That event isn't huge so with the Indian stage would be enough. Zen also can have a Dhalsim-like gameplay so can replace the void of a Dhalsim-like character in the roster. And if Zen is Indian, then they can also announce the character there.
But I assume Capcom would prefer to announce characters at PGW and PSX because they will get more media attention. And well, I doubt they expand the initial 16 roster with more characters (Urien and Alex?) or that they start to announce DLC characters like 4 months before release.
So disappointing. The 3rd Strike cast is so much more interesting than the cultural stereotypes we see in SF2, but that's the only cast anyone remembers or cares about.
Popularity is obviously not the only factor here...especially in a tiny 16 character debut roster.
Adon got in SF4, even though Capcom straight up admitted that no one really asked for him.
It sounds funny to me how people keep saying Capcom doesn't care about the SFIII cast, when Elena, Ibuki, Hugo, Makoto, Dudley, Yun, and Yang all made it into IV. From Capcom's perspective, that's probably about the same as the way they're treating the SFIV Newcomers: As if everyone is pretty used to seeing them for years now, thus letting them sit out the initial roster is ok.

Like Karin was made way different from Fei, Charlie has been made way different from Guile. Long term we're likely seeing both as DLC.Their normals have always been really similar, but Nash's function a lot different in SF5 than Guile's traditionally have.

Ha, you are a mad genius. Everyone has been asking for Violant Ken for years, but Divorced Ken is MUCH more interesting. Occasionally, instead of a shoryuken, he just sits down and starts to cry. Also, you will get flashes of Violent Ken when he keeps pounding on his opponent long after the match is over screaming "I gave you everything! I GAVE YOU EVERYTHING!!!".
