Too powerful is just a repetition of too strong, it's redundant.

"Tasers don't work" is a messy detail that distracts from the joke. "Too powerful" emphasises the distress and desperation that the humour grows from.

Say out loud to yourself these two lines:

"He's too strong. He's too powerful"

The second is more dramatic and in the context of the joke, funnier.

I saw this on some BBC documentary. The seal is injured and the orcas toy with it before finally eating it. Killer whales are dicks.
