There are consequences for a low level in most S.P.E.C.I.A.L stats, so why not charm? Wasn't this one of the criticisms of Fallout 3 over the original games. I think it makes perfect sense; perhaps they've finally addressed this.
Just one question though? Too restrictive to playstyles that don't want to put points into charisma. Normal amount of dialogue should be available for each build. Dialogue with other characters seem paramount to the enjoyment one would derive from a game like this so restricting such a basic aspect would be idiotic. Fingers crossed for wrong information, day one patch etc.
Whether or not it's because of his char's low CHA, having a low CHA = can only talk about one topic with each NPC makes zero sense. Absolutely none.

Yep. It's like they wrote all the normal dialogue and had a hard time to come up with some good high CHA dialogue options so they just cut the normal dialogue options and made CHA unlock them instead, IF this abomination turns out to be true.
