Well that's still going to happen in social. Difference is though, you can have Onyx and champion level players going against Bronze and Silver in social, with no way to change. Maybe parties should only match against parties? 
Again, Ranks are not about 'going pro'. They're about gauging your own skill and how it relates to the game and how you can improve or get better. It's just a visual indicator of your own performance. The majority of people aren't going to hit Diamond, Onyx and Champion. So where's the hesitation in getting Silver in Team Snipers? 
Also, no, Bungie didn't manage it well, in my opinion. Just look at Halo 3 and how they moved away from ranks by the end in a sense and came up with their 'participation' ranks front and center. Then came Reach, and even now until Destiny, Bungie hasn't been able to bring back ranks in a meaningful way and you've had some of the lost unbalanced PvP ever made with their last few games as well. 
Again I'm saying, if you don't care about 'going pro', don't want to seem or be a tryhard player, then just screw around in the ranked playlist. But most people won't because they internally don't want to be judged or rated for how they play and this, like I said, is about the player themself. People are just fearful and tense because they've become conditioned to games and playlists not meaning anything. Just join, die, quit, move on. You can still do that here, but just that the only difference is you'll have an emblem to the side of the playlist.
