#2. That is what I did. I actually did all steps minus #4.Stutter free game for me required:
1. Disabling ingame vsync in falloutprefs
iPresentInterval=0
2. Enabling exclusive fullscreen mode in falloutprefs
bBorderless=0
bTopMostWindow=0
bMaximizeWindow=0
bFull Screen=1
3. Enable Nvidia Vsync (not adaptive).
4. 60 fps RTSS limit for a bit less mouse input lag.
This is if you can run 60 fps all the time. If you can't, then remove the RTSS limit, or set it to 61, and enable adaptive vsync. If you have gsync then just step 1 and 2 will suffice. Also disable mouse accel in fallout4.ini bMouseAcceleration=0 , it adds a stupid amount of mouse lag.
Happens to me too, also when scoping with sniper rifles.I only noticed this now because this is the first time I really started exploring, but using VATS when a target is really far off drops the frame rate to as low as 40 in what is otherwise a game locked to 60

How is Diamond City compared to Lexington in terms of framerate? I can live with the framerate dips in Lexington if the other areas are fine.

Is there anything else I need to do other than setting my monitor refresh rate to 120hz to get rid of getting stuck at terminals and speech getting cut in dialogue sections? (ini file tweaks for example)

I've unchecked Windowed, the game will not display in fullscreen for me.Just uncheck windowed
Getting anything over 60fps can cause problems with terminals and speech. I was running at 100fps and while terminals were okay for me, speech was not. Took out frame cap in .ini file and used adaptive vsync at half refresh rate (of 120hz) seemed to fix all my issues.
What is the advantage of doing that vs just setting the refresh rate to 60hz and running borderless fullscreen? That's what I did and there is no vsync input lag and it's smooth. Seems like if you're going to change refresh rate might as well just go down to 60 unless I'm missing something. Which is why I'm asking!

Will probably turn off adaptive v-sync and limit frames with RivaTuner and see if I can get any performance increases.

Just so I can use my monitor refresh rate. I run lightboost at 120hz for all my other games so it is just one thing less that I have to set up and change every time I want to play FO4.
Okay that makes sense, thank you. I wasn't a fan of the lightboost color degradation so I just normally run 144hz.

I am trying to reduce the FishEye effect and I cant find the right setting.
I've unchecked Windowed, the game will not display in fullscreen for me.
Do you have a curved monitor? I'm using 90 fov and I feel the curve on my samsung s34 removes the fish eye effect in pretty much every game. The curve is more pronounced than lg panels.

Change the res settings manually in the .ini file, they're just above bBorderless etc.
Don't go back into the video setting when you restart the game or it resets it.
Is it the Fallout4.ini or FalloutPrefs.ini? And the one in user folder or Steam Library? Thanks in advance!
Guys, im pretty sure the problem with the framerate in citys has to do with the shadows. The game doesnt have very good occlusion culling like the witcher does ( witcher uses umbra framework )
So when youre in the city, if youre looking at a wall, the game is still rendering everything beyond that, even the shadows, even though you cant see it. and when you have shadow distance on high, it renders shadows for the ENTIRE city at all times. It does occlude anything. Turning shadow distance to medium makes shadows really only appear when youre close enough. But ive notices that on medium it still looks phenominal and you dont really notice it all that much.
So if youre having trouble with fps in lexington and diamond city etc, turn shadow distance to medium, it fixed everything for me.

That weird texture glitch at the quarry happened to me last night. I just saved, quit, and reloaded and everything was fine.
So far I'm having a great time and smooth performance. i5-3750k and GTX 970.
I'm not surprised that the OP in that reddit thread is using an AMD CPU and GPU. Shadow rendering in a game like this where you can't precompute visibility is probably very CPU intensive. That's likely why the consoles are stuck at anemic shadow distances.

But it will never be cheap to render accurate shadows for a large number of dynamic objects (and that's where distance comes into play: the larger the distance the larger the number of objects).
Do you actually think this is something Bethesda could improve in a patch or is it likely we're stuck with non-existent shadow culling?
