Yep, the registration isn't just to reveal identities, it's to keep these potential threats in check and make them stand down if given an order.I thought they already established a workable alternative for the registration with the discussion of the growing presence of people with superhuman capabilities in the last Cap movie and also in what they're doing with Agents of SHIELD. They still want to track all these potential emerging "threats" regardless of whether they use a secret identity or not.

R U S S O b o y zCaptain America: The Winter Soldier beat my expectations. I'm lukewarm on most of the Marvel movies, even The Avengers, but something about Cap 2 just hit the spot.
I guess I liked the action and the more "contained" scope of the movie.
Civil War looks like it'll be in the same ballpark. I'm actually excited for a new Marvel movie, for once!
He's definitely not "peak human" like 616 Cap. There's no real issue with that. He's a bit more competitive with someone like Spider-Man.

Actually...that may just be how Tony shows affection. Hell, he treats Happy and Pepper the same. Maybe he always thought he and Steve were pals?

Honestly, I'm getting the same vibe. Does the guy have any legitimate friends? Most of them (Happy, Pepper, Stane) are employees, and Stane betrayed him. SHIELD and the Avengers are coworkers at best. It's pretty much just Rhodey - and it feels like Rhodey is just tolerating him half the time. Stark is good with machines but awful with people. Guys like Cap and Banner and Coulson are the closest things to actual relationships he has.
He's constantly fucking up, trying to fix the problem, fucking up harder, and alienating everyone around him in the process. It's tragic, really, and this would be the movie to explore it... if they bother to.
