Also notice that the top of the cover teases the new "Creed" movie, but it says Rocky is back in the Oscar ring it mentions a white character, not the black character who is the protagonist of the film.

And I disagree about his look or the Marvel movies not having the visual chops or tone for Black Panther. Civil War, like the Russo's Winter Soldier, has a very different tone from the other movies in the MCU. I'm sure Panther's debut in Civil War will garner him many fans. The costume looks great to me, even in daylight. Not sure what you're expecting, but Panther's suit in the comic books is mostly a "basic ass costume" ... made of Vibranium.

Marvel insisted that EW have Black Panther on the cover. EW thought scary faceless dark dude would turn off the female audience and lead them to believe this was a dude's movie. So the added the "meow" and Real Housewives reference to grab eyes of the folks interested on the show, and to also say "Hey, Black Panther isn't a menacing black man, he's just a big ol' pussy". Marvel signed off on the cover, of course.
