He doesn't have his own forward momentum. If it isn't Piccolo or Goku pushing him to become stronger he doesn't care.

Just take solace in the fact that, if push ever came to shove, Future Gohan (a.k.a. mainline canon Gohan) is evidence that in the correct circumstances he can be the ultimate Dragon Ball Z character. Dude lost an arm and kept fighting.

It's possible, but I don't get the impression that it's a common occurrence. Every single saiyan we've seen in the entire franchise has a tail, excepting only the ones on Earth, and Toriyama had to come up with new saiyan designs as recently as DB-, so this probably isn't an oversight.

Well personally I think the episodes in between the Beerus and Frieza stuff was the best but yes the TV resurrection f arc has generally been better than the movie, although the main fight hasn't happened yet.
