Because there were 6 judges and the pageant girls accounted for 1 of those 6 judges. So all the pageant contestants combined comprised of 17% of the vote. And Philippines clearly won the last 2 rounds of the pageant so I think she pulled away at the end despite the pageant girls voting for someone else.

Wait. How is this 100% on Harvey when they don't even bother leaving out one of them? Award shows are always rehearsed so it's not like they didn't know they only needed to put two on the card.
The layout is terrible. Why else do a bunch of contracts try to hide shit with the small font next to big font dynamic. They know people miss shit and that's people who make a living out of this. This was partially a fuck up by the card designer.
card design did strike me at first, and i'm sure that applies anyone who's worked in design, but i chalked up the small font to a need to maintain secrecy should the card get waved around prior to reveal.
it's not public and laughable to redesign and art up the look when its audience count is one internal reader, but good on this dude if its drawing him employer hits.

I think it really was bad placement. Look at the way he's holding the card before he announces the winner. His hand could have covered "Philippines". And it was written rather small.. But who knows..
Now a days, all the contestants from various countries are mixed. It's the only way to get the hottest women. Look at France, half African.
