Dude tons of games have extra features that have jack shit to with the main game. It's probably for the same reason there's a kart racer in a Mortal Kombat game.

Mind you, sometimes I think a product comes together to be better than or worse than the sum of their parts, but everything about it comes together to add to or detract from the whole of the product. If a feature is ostensibly bad -- and I should note here that I'm not saying that everyone agrees that this is but for the sake of argument I'm going to suggest that we go with it being a universally reviled feature -- the fact that it's optional doesn't mean that the people who think it makes the game worse will automatically be able to just completely ignore it. You know it's there. There are even suggestions of stat boosting and character background that suggest that it may otherwise be worth while even if you're put off by the rubbing. So I'm not really convinced that it's fair to suggest that it's a feature that can be entirely ignored by non-fans.
