Whining about it without trying to brainstorm if there's counter plays makes you bad. This isn't a "lol get gud" argument, this is just us telling you that you aren't even willing to try to look at all your options and try to figure out if there's something you can use to counterplay.
If you're Ryu, try parrying at far distances, try neutral jumping, and try walking/dashing in between fireballs to get some space. If you slowly push the opponent to the corner, you'll force him to stop using fireballs. Learn which part of the air that Shoryuken can hit, and avoid jumping there. Be willing to use your own Hadokens to counter it and at the same time, gain meter so you can use it for EX Hadoken to win in the fireball war and/or use the meter for heavy damage once you inch your way in.
