That has nothing to do with Ghostlight. And Nightcry has always been stated for PC.
Did things get pushed back or does it take Japan over a week to check a press release?

It won't be the first time things get stalled in the Far East. Most of the time, those companies don't see it as a priority so it takes a while. The week isn't over yet so I hope the announcement is said soon.

Jokes aside, I'm kind of surprised that the Japanese team has to approve announcement text of all things. First I've heard of this. Is this a normal thing in the publishing side of the industry overseas, I wonder...

This is a normal part of dealing with Japan. People handling anime/manga localization have to approve everything with Japan too.
Couldn't it be Ys : Memories of Celceta?
Every single Ys game basically got a PC version, but that version is vita only and only got a PC port to China. It would seem likely that a PC port is inevitable for the west at that rate.
There was even a tweet (I forgot by who?) that was some kind of tease. They had a big picture of memories of celceta promotional material and the comment said something like "brewing hot water" (steam).
It's a Japanese action game...so I dunno.

Thanks, it's frustrating, but hopefully we should be ready to go soon.
The good news about all these delays is that the game should be not that far off release when we do get to announce it.

Highly requested action game is not Vanquish or Bayonetta? (but i want Resonance of Fate first, VC was JRPG so Sega should do again) But these about Sega. Wonder what Ghostlight Games tease.

Doesn't Ghostlight port themselves? If so, you shouldn't get your hopes up because after Bayonetta on PS3 Platinum said they weren't going to let other companies do their ports.

They outsourced the bulk of the work but "every aspect of development" was still overseen by Kamiya (whatever that means exactly.) Of course, I'd love to be wrong and have Ghostlight actually port Bayo, but that interview regarding the PS3 version is just what first came to mind when people suggested it was Bayo.
