If we are to be completely accurate, the term comes from being a part of any number of cultures that are not time-oriented, but the term has not been offensive in any context I've seen it used.

The entire joke was "he makes a reference to something that could be interpreted as racist while there's a black guy on stage, but Clinton clarified, oh, it wasn't what you thought!" There's no off-the-cuff, that was obviously the planned joke from watching it. The delivery couldn't be more stilted.
