Am I going to need to pay for guile with real money or can i used the banked story mode points to unlock him? These currencies are confusing as hell and Im feeling pretty ripped off that he's even a character you have to pay for.

He'll be free to play until the in-game store officially launches. At that point you can unlock him with either 100,000 Fight Money or... I don't remember how many real cash spacebucks. But yeah, you can unlock anything in the game except for "premium costumes" with Fight Money (though I don't think any of those costumes have been shown yet).

Nope. He had a forward air throw and a back air throw in SF4. EDIT: And apparently before then.

Was really good for controlling the positioning since the forward throw pushed quite a bit.

It's way, way harder to do "it's in the plane but it's not in the plane" shenanigans with 3D models than 2D sprites. It'd either need to be obviously (and obnoxiously) sitting there in the plane the fighters are on, or only trigger during corner finishes like the bus or something.
